Opportunity Scholarship Program (OSP). Established in 2004, OSP is an innovative federal education initiative that was championed by local D.C. leaders. It has provided scholarships to help thousands of very low-income children attend private schools for a better education. In spite of the program’s success, it is currently under attack, and in March of 2009, Education Secretary Arne Duncan revoked scholarships from 216 children who were enrolled for the 2010 – 2011 school year. The current Administration has also barred new children from enrollment and slashed OSP’s funding.
